Remove Us From Pension Scheme, Police Tell Reps

The Inspector General of Police, Usman Baba Alkali, said yesterday that the Nigerian Police had no business being in the Contributing Pension Scheme, CPS.

IGP Baba said like the Nigerian Army and other military agencies, the police want to be out of the scheme to help better the lives of their retirees.

The Nigerian Labour Congress, NLC and the Nigerian Pension Commission, PENCOM said police exemption was not possible.
In his presentation at a public hearing of two pension bills to amend the relevant sections of the Pension Act of 2014 to exit the police from the CPS, in the House of Representatives yesterday, the IGP said the lives of servicing officers, men and retirees of the Force were not any better with the scheme.

One of the bills is “A Bill For An Act To Amend The Pension Reform Act, 2014 To Provide For The Exemption Of The Nigeria Police Force From The Contributory Pension Scheme And For Related Matters.

The other is a  ”Bill For An Act To Amend Sections 1(C), 7(2), 8(1), 18, 24 And 99 Of The Pension Reform Act, Cap P50 Lfn 2014 By Providing That A Pensioner Shall Receive At Least 75% Of His Retirement Benefits Immediately Upon Retirement And Criminalise The Undue Delay In The Payment Of Pensions And For Related Matters.”
Represented by Deputy Inspector General of Police, Sanusi Lemu, the IGP said the leadership of the Nigeria Police Force was convinced that the proposed amendment would not only significantly address the age-long challenges associated with the pension administration in the force, but would also be in the overall best interest of the entire members of the force, including those serving and retirees.

In his speech to declare the hearing open, speaker of the House, Femi Gbajabiamila, who was represented by the deputy leader of the House, Peter Akpatason, said the police needed to exit the scheme.

He said: “We cannot feign ignorance of the stress and delay our retires experience before accessing their benefits, after serving the nation for many years. I am sure that the amendment this bill seeks to effect on the 2014 Pension Reform Act will provide the needed solution.

“It is the expectation of the House of Representatives that the two bills we are here to deliberate upon will effect the needed critical interventions to improve the welfare of our retirees and enhance the pension industry”

Similarly, sponsor of the first bill, Francis Ejiroghene Waive, from Delta State, said the condition of even the senior officer of the police under the scheme was lamentable.

He said: “Unfortunately, operating under the current pension scheme has been both unpalatable and regrettable for the retirees of the Nigerian Police Force.
”For example, the highest retirement benefit of a Deputy Superintendent of Police under this obnoxious pension scheme is N2.5m and that of Assistant Superintendent of Police is N1.5m, while their equivalent in Army (captain) and DSS are paid N12.8m and N10.3m respectively. ”Upon retirement, the monthly take-home of a retired Police DSP is just N31,600, while that of a Captain, an equivalent in the Army, is N180,000.

”While for a Police Inspector is N15,000, a Warrant Officer, the Army equivalent to a Police Inspector takes home N120,000. Ladies and gentlemen, what is good for the goose is good for the gander.
“In these days of insecurity across our nation, exempting the police from the obnoxious Contributory Pension Scheme could just be the magic to motivate officers and men of the force to go the extra mile and save our country.

”The recent situation where the Nigeria Police Force couldn’t get enough applicants from certain parts of the country should alert us of the dangerous situation.
“There is no reason each request should not be treated on its merits. Exiting the police should not affect a scheme that is supposed to cater for several millions of Nigerians or was the scheme created just for the Nigeria Police? Or is there something the managers of the scheme are not telling us?

“The corruption in the pension scheme before the advent of the contributory scheme has also been mentioned. However, it is public knowledge that the contributory scheme also has same corruption with unbearable delays and payment failures.
”In fact, prior to the scheme, the take-home of police pensioners was better, except for the general challenges with pension in the country at that time. I have also heard arguments that a drastic improvement in salaries paid to members of the police force will automatically result in huge increase in pension benefits,” the lawmaker said.

But in their separate presentations, the Nigeria Labour Congress, NLC, and the Nigeria Pension Commission, PENCOM, opposed the bills to exempt the police.
Represented by its Head of International Relations, at the hearing, Uche Ekwe, NLC said it was not feasible.

“Where will the money to fund the Defined Benefits Scheme for the exempted officers come from? Will it still be funded from the national budget that currently is hardly sufficient to fund other commitments of Government, including healthcare and social security?
“What has changed in the management of Defined Benefits Scheme especially in the light of news arrests and convictions of individuals involved in the mismanagement of pensions?

“This is because exemption of the personnel of the NPF would imply additional financial burden on the Federal Government by way of unsustainable pension obligations. Statistics from the pension industry indicates that the Federal Government would need over N1 trillion to finance the exemption of the police personnel from the CPS.

”This liability is expected to significantly increase with the proposed yearly recruitment of 10,000 personnel into the police force as announced by the Federal Government. The Federal Government is already overburdened with the payment of pensions under the Defined Benefits Scheme as illustrated by the 2022 Appropriation Act, which made a provision under the Service Wide Vote for the sum of N577.3 billion as total allocation for Pension and Gratuities.
“The NLC, therefore, recommends without trepidation, that the issues of inadequacy of retirement benefits in the RSA, which is always posited by the proponents of the exemption of the Nigeria Police, could be sufficiently addressed within the framework of the CPS.

Zamfara Deputy Governor Impeached

The embattled deputy governor of zamfara state Alhaji Mahadi Ali has been impeached by the state house of assembly.
Mahadi Gusau, who refused to defect with the State governor, Bello Matawalle from the Peoples Democratic party, PDP to the All Progressives Congress, APC was impeached by the state house of assembly on Wednesday.

His impeachment comes a day after a seven-man panel investigating alleged gross misconduct and abuse of office against him closed its hearing.

It can be recalled that 18 members of the state house of assembly voted for the impeachment move, following which the Chief Judge of the state inaugurated the Investigative panel to probe the deputy governor, in line with the procedure for impeachment.

The deputy governor had on Sunday branded the House of Assembly members as ‘illiterates’ over the impeachment because there was a court order against it.

“I am here today to comment on the impeachment move against me. I have heard that the CJ (Chief Judge) has inaugurated a panel to investigate me. How could they go ahead with such a move? How could the CJ inaugurate the panel when the issue is before a court of law?”

“But this shows that they are nothing but illiterates to me. If they continue the move then they are illiterates. They should know there is a limit to what they can do.”

However, in a fast response on Tuesday, Alhaji Shamsudeen Bosko, the Chairman, House Committee on Information, told journalists that “no court order could stop the impeachment process”.
He added that the process was in line with Section 188 (5) (7) of the country’s 1999 Constitution.

Buhari Swears-in 6 INEC Commissioners

President Muhammadu Buhari on Wednesday, administered oath of office to the six newly appointed national commissioners of the Independent National Electoral Commissioners, INEC.

The ceremony which took place at the Council Chambers, Presidential Villa, Abuja, was witnessed by the President of the Senate, Dr. Ahmad Lawan, the Speaker of the House of Representatives, Femi Gbajabiamila and the INEC Chairman Mahmood Yakubu.

The six INEC Commissioners that were swored-in office are Mallam Mohammed Haruna from Niger State, Mrs. May Agbamuche-Mbu from Delta, Ukaegbu Kenneth Nnamdi from Abia state, Major General A. B Alkali (retd) from Adamawa, Prof. Rhoda Gumus from Bayelsa state and Mr. Sam Olemekun from Ondo state.

After the ceremony, President Buhari proceeded with the weekly virtual Federal Executive Council, FEC, meeting.
Those who are present for the FEC were Vice President Yemi Osinbajo, the Secretary to the government of the Federation, SGF, Boss Mustapha, the Chief of Staff to the President, Prof. Ibrahim Gambari and the National Security Adviser, NSA, Major General Babagana Monguno (retd).

Ministers that were present include, Senator Chris Ngige (Labour and Employment), Festus Keyamo (Minister of State, Labour and Employment), Dr. Ogbonnaya Onu (Science and Technology Innovation), his state counterpart Mohammed, Rotimi Anaechi (Transportation), Alhaji Lai Mohammed(Information and Culture), Uchechukwu Ogar (State, Mines and Steel Development), Olamilekan Adegbite (Mines and Steel), Minister of Power and his state counterpart Jeddy Agba, Babatunde Fashola (Works and Housing), Clement Agba (Minister of State Budget and National Planning) The Head of Service Folashade Yemi-Esan and other ministers were attending the meeting virtually from their various offices in Abuja.

The council is expected to deliberate on records coming from the various Ministers in attendance for approval.

Airlines Increase Base Fare For Economy Flights To N50,000

Nigerian airlines have increased the cost of economy flight tickets for domestic routes from about N35,000 to a base fare of N50,000.

The airlines include Azman Air, Max Air, Ibom Air, Arik Air, Air Peace and Dana Air.
Most of the airlines have increased their base rate to N50,000 for Lagos, Abuja, Port Harcourt, Kaduna and Warri routes.

For instance, Azman Air and Max Air’s fares for Sunday is N50,000. Ibom Air’s fare is N53,000 while Arik Air, Air Peace and Dana Air fixed above N50,000 for an economy seat.
On the other hand, flights from Lagos to Port Harcourt are pegged at N50, 750 for United Nigeria, N50,000 for Air Peace and N50,250 for Arik Air.

Aero Contractors — which was previously around N30,000 — pegged its fare at N48,365 for Lagos to Abuja while Green Airways Africa — which had a base fare of N22,000 — is now about N33,000 for economy class.

The same base price of N50,000 was fixed for the Lagos to Abuja flights of March 3.
The public relations and communications manager for Arik Air, Adebanji Ola, directed company’s website for the cost of flights.

Ola refused to speak more on the matter.

Allen Onyema, vice-president of AON and chairman/CEO of Air Peace, did not answer his calls.

In a statement issued last week, the Airline Operators of Nigeria (AON) had condemned attacks on airline staff and facilities at the various airports by passengers over flight delays or cancellations.

The association also lamented the high cost of jet A1 fuel, forex scarcity, inflation, increase in ground handling charges, cost of buying and importation of spare parts.

Speaking with aviation correspondents, Obiora Okonkwo, chairman of United Nigeria Airlines (UNA), had said the sudden rise in the price of Jet A1 was hurting the operations of airlines.

“The least ticket we sold a year ago was N23, 000 when aviation fuel was N190 and the official rate of naira to a dollar then was N340, but today, if forex is available, it is N450, but when it is not available, the alternative market is N570 to a dollar,” he had said.

The former governor and former Minister of Defence, Rabiu Musa Kwankwaso has created a new political movement named “The National Movement” (TNM) which was launched today Tuesday 22nd February 2022.

The political movement which was launched at the Ladi Kwali Hall of the Sheraton Hotel and Towers in Abuja Nigeria.

A former spokesman of the People Democratic Party (PDP), Rufia Ahmed Alkali who is currently the National Secretary of the Movement disclosed the information.
Ahmed Alkali in an invitation letter to the launching of the new movement, said it would be memorable.

He said, “The National Movement (TNM) will be presented to the public and Kwankwaso will figure out its aims and objectives including its purpose as well as inviting patriotic Nigerians to join the movement in saving and placing our country on a right path of peace, security, prosperity, safety and equality so that there will be qualitative and competent leadership that will bring a fast and lasting development as we as being just and fair to all”.

some Nigerian and politicians have not yet announced their membership but there is a notion that Pat Utomi and Prof. Attahiru Jega have agree to with the new development.

Few days ago, Kwankwaso said PDP and APC have nothing to offer Nigerians.

Alleged N2.9b Fraud: Okorocha Absent At Court

The ex-Imo Governor Rochas Okorocha and six others who were to be arraign on Tuesday was aborted due to his absence in court.

Okorocha was to be arraigned before a Federal High Court in Abuja today, with the others on a 17-count charge filed by the Economic and Financial Crimes Commission (EFCC).

Other defendants in the charge marked: FHC/ABJ/CR/28/2021 are: Anyim Nyerere Chinenye, Naphtali International Limited, Perfect Finish Multi Projects Limited, Consolid Projects Consulting Limited, Pramif International Limited, and Legend World Concepts Limited.

Okorocha, who represents Imo West Senatorial District, is said to have worked with the other defendants to divert public funds estimated at about N2.9 billion.

At the mention of the case on Tuesday, all the other defendants were present in court only Senator Okorocha was absent.

However, the prosecution, Cosmas Ugwu, told the court that the 1st defendant, Rochas Okorocha, was not in court because he had not been served with the charge.

Protest Rocks Abuja Over Buhari’s Delay In Signing Electoral Bill

A coalition of the Civil Society Organisations comprising of over 24 groups are currently protesting in the Federal Capital Territory, FCT, Abuja to compel President Muhammadu Buhari to assent the re-worked Electoral Bill.

The protesters, who come together on the Unity Fountain in their numbers on Tuesday morning, were said to be heading to the National Assembly Complex.

They were seen with different placards containing different inscriptions such as “Buhari Sign Electoral Bill Now”, “Prevent Elections Rigging”, “The Bill Protects the Voting Rights of PWDS”, “Buhari Save Our Democracy”, among others.

Meanwhile, the presidency this morning assured Nigerians that President Buhari would in a matter of hours from now, sign the bill which was transmitted on January 31, 2022, into law.

Governor Matawalle Of Zamfara Battles 50 Court Cases For Defecting To APC Party

At least 50 lawsuits have been filed challenging the defection of Governor Bello Matawalle of Zamfara State to the All Progressives Congress (APC).

Justice Junaidu Aminu the state Attorney-General and Commissioner for Justice, made it known on Monday in Gusau after the sitting of the investigative panel on the impeachment of Deputy Governor Mahdi Aliyu-Gusau.

Matawalle and the state APC executives are already in court with the PDP. The governor and his legal team are working harder to overcome the court cases,” he said.

The commissioner attributed the multiple litigations to those he termed as “enemies of the state.”

“Enemies of the state are behind the multiple numbers of court litigation against Governor Bello Matawalle and his supporters,” he added.

According to him, 30 of the suits were filed by one individual from the Maru local government area.

“He instituted more than 30 court cases against the defection of Governor Matawalle and the party executives. Recently, Senator Kabiru Marafa and his team also instituted another three different cases,” said Mr Aminu.

He pointed out that Mr Marafa’s lawsuits were different from the main suit instituted by the Peoples Democratic Party (PDP), on which platform Mr Matawalle emerged as governor.

The commissioner said eight of the cases had to do with contracts the government inherited from the previous administration.

Mr Matawalle emerged as Zamfara governor under the PDP after the Supreme Court disqualified all candidates of the APC who contested and won the 2019 general elections in the state.

The governor, however, defected to the APC on June 29, 2021.
